What is a NSIP?

Nationally Significant Infrastructure Projects (NSIPs) are large-scale developments that support essential services such as energy, transport, waste and water.

Examples include major roads and railways, electricity transmission infrastructure, nuclear power stations, and large solar or wind farms.

Because of their size, complexity and planning requirements, NSIPs are long-term projects that often take many years to plan, approve and deliver.

Is There Guidance Available To Help Parish And Town Councils?

Yes. LALC is working closely with NALC to support parish and town councils affected by Nationally Significant Infrastructure Projects and clean energy developments.

In addition, LALC supports the Blackpool North & Fleetwood (BN&F) Gateway for Clean Energy (GfCE), championed by Lorraine Beavers MP and enabled through the Growth Energy Innovation Regulatory Sandbox (GEIRS). This initiative promotes innovation in planning, regulation and grid connectivity to support cleaner, faster and more cost-effective energy solutions. What Impact Has LALC Had on National Net Zero Energy Planning?

We are delighted to share that the motion submitted by LALC, calling for stronger national recognition of the vital role Parish and Town Councils play in shaping the UK's Net Zero energy transition, received an outstanding 96% support from members.

This success follows a strong and well-received presentation delivered by LALC Executive member, Cllr. Gordon Smith, who highlighted the importance of involving local councils at the earliest stages of major energy infrastructure planning. With many communities facing the impact of Nationally Significant Infrastructure Projects (NSIPs), Cllr. Smith emphasised that meaningful engagement with Parish and Town Councils leads to smarter, cheaper, and faster delivery.

Using Lancashire as a clear example, he explained how better use of local knowledge when planning offshore energy connections could help avoid up to £1.5 billion in unnecessary national energy costs. Across the country, early collaboration with local councils can prevent inefficiencies, reduce community conflict, and deliver infrastructure that is better aligned with local needs.

Following the overwhelming support received at the AGM, NALC will now engage with Government, Ofgem, NESO and National Grid for a more coordinated national approach - one that values community insight, improves planning, and results in energy infrastructure that is more efficient, more economical, and better supported by residents.
