Ansdell and Lytham Parish Councils
will come into existence on 1 April 2025 and there is a need for a joint interim Clerk/RFO with strong and proven leadership skills, as well as the ability to communicate effectively to a wide range of people including the public, members of the Council and external bodies. The contract term is for 6 months from with an anticipated start date of 1 April 2025 to 30 September 2025.
The post holder must be able to drive forward both Councils plans and ambitions and be able to develop a business or forward plan for each authority, with particular focus on future responsibilities for administration and operations of both councils.
The successful applicant will be instrumental in the effective preparedness for each new Parish Council after 1 May 2025 (election day), by drafting/establishing policies and practices for the new authorities including financial systems and will work with Fylde Borough Council officers until the new Parish Councillors take up office.
The interim Clerk/ RFO will guide each authority in a recruitment process for a permanent Clerk and RFO. This is a fixed term appointment and will be full time 37 hours per week. (It is expected that the two permanent Parish Clerk/ RFOs appointed will not be full time positions).
The applicant must be able to work positively and constructively with each Parish Council, their parish councillors, the principal authorities (Fylde Borough Council and Lancashire County Council) and their councillors and officers, the public, external partners, stakeholders and the community. They also need to have effective financial management skills and an ability to conduct difficult conversations with those who manage and compete for the Council’s resources. A wide range of skills is needed for the post, which are set out in the job description and person specification.
The proposed salary for the position is National Joint Council SCP 28 - £37,938. This is an indicative amount at the moment but will be recommended to both parish councils at their first meetings for them to agree as formal renumeration for the post.
