Inskip-with-Sowerby Parish Council is a dynamic and evolving Council eager to improve its governance, performance and opportunities for the Community it serves. It is not a party-political, aiming to act in the interest of the village and its residents.

The Parish Council has a vacancy for a part-time Clerk owing to the retirement of the current post-holder. The role of the Clerk, which attracts a generous hourly rate, is to manage the business of the local authority on behalf of the Parish Council.

Job description

Inskip-with-Sowerby Parish Council seeks a committed and enthusiastic individual to undertake the role of Parish Clerk and Responsible Finance Officer.

The role will include:

  • Meeting administration including collation and publication of agendas, report writing, taking minutes, and offering procedural advice where required.
  • Preparation of the Council's accounts to include both the monthly management of and recording of receipts and payments (transactions are usually in the order of 8 per month); preparing monthly bank reconciliations; budget preparation and variance analysis; preparation of statutory returns; liaising with the Council's own internal and external auditors. 
  • Maintaining and updating the Council's website. Training will be made available.
  • Communicating with residents, councillors, and external organisations.
  • Managing the day-to-day administrative processes of the Parish Council.

The successful applicant should have a good level of education, with good communication and interpersonal skills. Experience in a local government environment would be an advantage, as well as knowledge of meeting administration and working to deadlines. The successful applicant must be available to attend the meetings of the Council held on the third Thursday of the month and any additional ad-hoc meetings as required. Local Government experience and holding the Certificate in Local Council Administration (CiLCA) is desirable but not essential. Support and training will be offered.

Salary: An attractive hourly rate of pay commensurate with appropriate qualifications and ability will be paid to the successful candidate.

COVID-19 considerations: Initial conversations will be held by phone or Zoom. In person interviews will require all attendees to wear a mask and be socially distanced.

Work remotely:  Yes. The Parish Council provide a laptop for the clerk to use for Council business and reimburse the successful applicant for items such as postage and telephone costs etc
