Locum Town Clerk and RFO - Barnoldswick Town Council

Barnoldswick Town Council is a thriving community town with a picturesque town square surrounded by a number of unique and independent shops, bars and cafés. We hold several events throughout the year and are looking to recruit a highly motivated and enthusiastic Locum Town Clerk / RFO to guide and support the Council in meeting its legal, governance, and financial responsibilities as it serves the community.
This is a temporary / locum appointment. The Council reserves the right to extend or make the role permanent, subject to review.
During this temporary appointment, the Town Clerk / Responsible Financial Officer will report to the Chair or Vice-Chair of the full Council, providing advice, reports, and recommendations to ensure continuity of governance and finance.
Vacancy Information:
• Part-time (20 hours per week) with flexible scheduling, including attendance at evening meetings and other civic events, some of which may fall at weekends.
• Salary will be appointed within the National Association of Local Councils (NALC) LC2 pay scale (points 23–28) based on qualifications and relevant experience. 22 days’ annual leave plus bank holidays and a pension are included.
• A start date on or around Monday 30th March 2026, to allow for handover.
Applicants must hold a Certificate in Local Council Administration (CiLCA) or demonstrate equivalent Level 4 experience operating independently as a Town Clerk / Responsible Financial Officer. A good knowledge of bookkeeping and banking regulation is also essential. The role would suit someone with vision who is creative, highly organised, motivated, and an excellent communicator able to liaise confidently with councillors, staff, and the public.
