Welcome to our new LALC President - Cllr. Alan Neal

Cllr. Alan Neal has served his community for almost forty years, demonstrating an exceptional commitment to local government and public service.
He has been a member of the Burnley and Pendle Area Committee since June 1987, serving as Vice Chair and subsequently Chair from 1990 until 2014. From 2015 through to 2025, he has continued his dedicated involvement as Area Secretary.
Since joining in 1987, Cllr. Neal has also played a key role on both the LAPTC/LALC Executive and the Finance and Management Sub-Committee. He served as Vice Chair from 1996 to 1999 and then as Chair of the LAPTC/LALC Executive Committee from 1999 to 2001.
Between 1996 and 2001, he represented LALC as Executive Deputy to NALC, a position he resumed from March 2020 until 2025. He has also served as the LALC delegate to NALC, ensuring the voice of Lancashire’s councils is heard at a national level.
On Saturday 1st November, at the 81st Annual General Meeting of the Lancashire Association of Local Councils (LALC), Cllr. Alan Neal was formally appointed for the role of President.
This appointment is a fitting recognition of his outstanding service, knowledge, and leadership. With his unparalleled experience, Cllr. Neal is exceptionally well placed to advise on and champion the future development of LALC, and to continue representing its interests both locally and nationally.
