LALC is seeking the views of its member councils on its future legal structure.

Following legal advice and a governance review, LALC is considering whether to become a Company Limited by Guarantee (CLG). This would give LALC a separate legal identity and could provide clearer accountability and better protection for the Association, its officers and members.

No formal decision has been made, and LALC's purpose and services would remain unchanged. This consultation gives every member council an opportunity to consider the proposal and share its views.

LALC is seeking one response that represents the view of the council, rather than separate responses from individual councillors. Ideally, the matter should be considered at a formal council meeting and the council's agreed response recorded in the minutes.

District Area Committees will hold meetings during September and October to discuss the proposal. Details will be published when available, and member councils are encouraged to attend.

Members can attend either online session. Joining details will be circulated separately by LALC.

Consultation responses will inform the report presented at the AGM. At the AGM, member councils will be asked to decide whether LALC should continue exploring and developing the CLG option. Members will not be asked to approve incorporation at this stage. If further work is supported, detailed governance arrangements and draft Articles of Association will be developed in consultation with member councils and brought back for approval at a later meeting.
